ENERGATE participated in the 10th International Symposium and 32nd National Conference on Operational Research (HELORS 2025), held at the Technical University of Crete in Chania on 20–22 November 2025. The conference brought together academics, researchers, and practitioners working on modelling, decision-support systems, and innovative approaches to societal and technological challenges.

As part of the scientific programme, the ENERGATE team presented a paper “Policy and Market Analysis for Accelerating Energy Renovations in Greece: A PESTLE and SWOT Perspective”, authored by Ioanna Andreoulaki, Aikaterini Papapostolou, Konstantinos Kefalas, Natalia Konti, and John Psarras from the Decision Support Systems Laboratory, School of Electrical and Computer Engineering at NTUA. 

The paper introduced the ENERGATE project and analysed Greece’s energy-renovation market through a comprehensive PESTLE and SWOT framework. It assessed the political, economic, social, technological, legal, and environmental factors shaping investment readiness and identified the systemic barriers that continue to slow down renovation activity. The research highlighted ENERGATE’s contribution to addressing these challenges through its digital workflow, Fetch, Process, Deliver, which standardises project information, aggregates and bundles renovation projects, and enhances transparency for financiers and implementors.

The analysis included insights from ENERGATE’s extensive stakeholder engagement activities, involving more than 500 stakeholders across Europe, 60 Greek stakeholders engaged directly, participation in around 60 external events, and three national workshops with over 100 participants. Through this multi-layered approach, the study provided targeted policy recommendations to support Greece’s building-renovation market, including the need for administrative simplification, stronger capacity building, improved data availability, enhanced measurement and verification processes, and clearer legal definitions for standardisation.
