Improving energy efficiency in buildings remains a core strategy for meeting the European Union’s climate targets. This new publication introduces a robust decision-making methodology aimed at supporting financial institutions and stakeholders in evaluating and prioritising energy renovation projects by:

• Applying the TOPSIS (Technique for Order of Preference by Similarity to Ideal Solution) method for optimal project ranking.
• Focusing on investor-centric evaluation criteria to guide sustainable investments.
• Analysing a dataset of 48 EE projects in Greece to identify the most attractive renovation measures, such as heating system upgrades.

This approach facilitates strategic investment by supporting transparent, criteria-based project assessment and enabling efficient decision-making across multiple alternatives.
